Rules for the Election of Officers
2006


1. ELECTION OF BOARD MEMBERS

Stage A: Nomination of Candidates

Committee members may nominate candidates for the 2006-2009 C&M Board by e-mail to C&M Chair Andreas Schedler . Self-nominations as well as nomination of others (granted they approve explicitly of their nomination) are admitted.

To be valid, nominations have to include

a) the candidate's full name, institutional affiliation, position, postal address, phone number, and e-mail address,
b) a brief biographical statement (maximum 200 words), and
c) a short statement of purpose (maximum 200 words).

Deadline for submissions: 31 May 2006

Stage B: Electronic Voting

In June 2006, committee members will elect seven C&M board members for the 2006-2009 period by electronic voting through the C&M webpage (www.concepts-methods.org). The election is governed by plurality voting (a), conditional upon a minimum voting threshold (b).

(a) Those seven candidates are elected who receive the highest number of votes, granted
(b) they are supported at the election by at least ten percent of registered members.

Beginning of voting period: 6 June 2006
End of voting period: 20 June 2006

Note: Currently, C&M membership holds at around 150 members (April 2006). Members registered by 31 May are entitled to propose candidates and vote in the election.

Stage C: Confirmation at Business Meeting

If any of the seven most voted candidates remain below the 10-percent threshold, the committee members present at the Business Meeting at the upcoming 2006 IPSA World Congress in Fukuoka confirm (or reject) their election by simple majority (50 percent plus one of valid votes).

The business meeting may elect by simple majority additional members to the C&M board for the 2006-2009 term (up to a total of twelve members).

2. ELECTION OF CHAIR AND VICE-CHAIR

Stage A: Nomination of Candidate Slates

Members may nominate slates for the chair and vice-chair of the committee by e-mail to C&M Chairperson Andreas Schedler . Self-nominations as well as nomination of others (granted they approve explicitly of their nomination) are admitted.

To be valid, nominations have to include

a) a full slate of candidates for chair and vice-chair
b) the two candidates' full names, institutional affiliations, positions, postal addresses, phone numbers, and e-mail addresses,
c) brief biographical statements (maximum 200 words), and
d) two separate statements of purpose (maximum 200 words).

Deadline for submissions: 31 May 2006

Stage B: Electronic Voting

In June 2006, committee members will elect the C&M chairperson and vice-chair for the 2006-2009 period by electronic voting through the C&M webpage (www.concepts-methods.org). Again, the election is governed by plurality voting (a), conditional upon a minimum voting threshold (b).

(a) The slate of candidates is elected who receives the highest number of votes, granted
(b) it is supported at the election by at least twenty-five percent of registered members.

Beginning of voting period: 6 June 2006

End of voting period: 20 June 2006

Note: C&M membership holds at around 150 members (April 2006). Members registered by 31 May are entitled to propose candidates and vote in the election.

Stage C: Confirmation at Business Meeting

If the most voted candidate remains below the 25-percent threshold, the committee members present at the Business Meeting at the upcoming 2006 IPSA World Congress in Fukuoka confirm (or reject) his or her election by simple majority (50 percent plus one of valid votes).

In case of rejection, the committee members present at the Business Meeting elect (in separate elections) the new chairperson and the new vice-chair by simple majority among the previous candidates as well as any new candidates attending committee members may wish to propose.

From among the elected members of the C&M board, the business meeting may decide to fill by simple majority the position of a Secretary.

RESOLUTION OF DISPUTES

Any unresolved issues about the procedures for, or outcome of, these votes will be resolved by the members of the outgoing board present at the meeting by simple majority.

8. The affairs of each research committee shall be directed by an elected board consisting of no fewer than seven and no more than twelve members. The board shall be elected every three years and shall include at least two new members at each election. No officer of a research committee may remain on as an officer in any capacity for more than six years. If possible, board members should represent different countries and approaches in their fields of interest.

9. The board shall have a chair assisted, if necessary, by a vice-chair and a secretary. The chair shall be the primary contact point for IPSA and shall be regarded as the convenor of the research committee, unless the board designates another officer as convenor.

10. No-one may be a board member of more than one research committee. All board members must be individual members of IPSA.
